Donald R. Pawlowski, P.E.

After an illustrious career as an officer with the U.S. Army Corps of Engineers, Don joined Bowling Mamola Group in 2004. Don’s expertise lies in municipal organization and financial reviews. Additional experience includes areas of construction, construction management, public works, and program development and administration.

During his early years at the Corps, Don held various leadership and command posts. In the early 1990s, he was the Commander of an Engineer Battalion, directing 1,100 people and more than $15 million in construction operations. Later, as  Inspector General, Don led inspections in 12 western states encompassing 18 major Army National Guard and Reserve Commands encompassing 100,000 personnel in 550 units. At Fort Leonard Wood, MO, Don served as Director of Public Works. With a $40 million operating budget, he served a community of 20,000, including the base and 36 reserve centers in four states.

Don was Chief of Staff, managing resources and developing operating procedures, policies, and manuals for the Corps’ Pacific Ocean Division’s personnel in Hawaii when he retired from the military. He oversaw policies for the subordinate districts in Hawaii, Alaska, Korea, and Japan. Immediately prior to joining Bowling Mamola Group, Don was a consultant in the reconstruction of Iraq. Under his direction, his team master planned, designed, and managed construction of Iraqi military installations and public works projects, an estimated $500 million program.

At Bowling Mamola, Don excels in evaluating and assessing organizational and financial challenges facing municipalities. He has been the principal investigator on two significant projects concerning service and impact fees for the City of Sparks. Don is also deeply involved with the rewrite of the Nevada Department of Transportation’s Construction Manual. He has also been the construction manager for the Reno-Tahoe Airport Authority’s $4 million 2007 construction program for Reno-Stead Airport.

In addition to his Bachelor of Science degree in Engineering from South Dakota School of Mines & Technology, Don also holds a Master of Science Degree in Engineering from Kansas State University. A licensed civil engineer in Nevada, Don is active in the National Society of Professional Engineers, the American Society of Civil Engineers, the Army Engineer Association, the Association of the U.S. Army, the Society of American Military Engineers, and the American Public Works Association, where he serves on the northern Nevada Board of Directors.
