This project updated the impact fees developers pay in the Northern Sparks Sphere of Influence. (Randy Bowling developed the initial Impact Fee Service Area Feasibility Study and Report for the City of Sparks in 1994.) Randy Bowling created a Capital Improvements Plan, projected capital improvement costs, and established a methodology for allocating costs to future land use types. The final product is used for the assessment and collection of fees paid by developers to fund infrastructure development.
